"Climate change is a global problem that requires a global solution. I will reassert American leadership on global warming in the international arena and press for global commitments to emissions reductions that can prevent the most dire impacts from occurring. I will do so by taking full advantage of the on-going international negotiation process, augmented by focused discussions with major trading partners, including the G- 8, China and India. We will not be successful on the international front, however, unless the U.S. demonstrates our nation's commitment to combating climate change by putting domestic constraints on greenhouse gas emissions and by stepping up America's investments in a clean energy future."

"The best way to improve fuel economy and keep auto jobs here in the United States is through legislation that modernizes the CAFÉ system, increases fuel economy, and provides resources to help American auto makers invest in the technologies that increase fuel efficiency. I will work with Congress to enact such legislation. But if Congress is unable to act, then I will use administrative authority to achieve an increase in fleet-wide fuel efficiency of at least 10 miles per gallon over the next decade. I also support adoption of a low fuel carbon fuel standard to fuel the growth of the renewable energy market."

Efficiency Standards [click here to read question nine]
"Efficiency is the cheapest, fastest and smartest way to reduce greenhouse gas emissions from buildings. It can also improve the reliability of the grid, eliminate the need for new power plants, and put people to work. The federal government owns or leases about 500,000 buildings and spends about $5.6 billion to heat, cool and power them. I have proposed legislation to ensure that all new and renovated federal buildings become 'zero-emissions' buildings by 2030. As president, I will accelerate energy efficiency targets through executive order, and will direct my Energy Secretary to speed the adoption of new energy efficiency standards for appliances and to work with states to upgrade building codes. I will work with Congress to increase funding for the low-income weatherization program, which saves both energy and money. And I will set broad efficiency goals across the utility sector, and work with states and utilities to implement those goals. Finally, I will work to increase incentives for homeowners and business to make their buildings more efficient."

"I support the goal of having every new coal fired power plant capture and safely dispose of its pollution. At this point there are no coal plants that are successfully using the technology that would be needed to achieve this goal. I support a phased-in requirement to have new coal plants capture and store carbon, starting with pilot projects to test the technology, as well as federal support to offset some of the costs."
